The Eighth CSE Membership Representative Conference Held in Beijing
At the Eighth Membership Representative Conference of the Chinese Society of Education (CSE) held in Beijing on July 16th, the new council and supervisory board of CSE were elected: Zhong Binglin was elected as Chair of the Eighth Council, and a new leadership of CSE was created through election. The Conference was attended by Yan Junqi, Chairman of the Central Committee of the China Association for Promoting Democracy, Zhu Zhiwen, member of the CPC leading group and Vice Minister of the Ministry of Education (MOE), Zhao Yong, Deputy Inspector of the Social Organization Administration, the Ministry of Civil Affairs (MCA), and Du Yubo, President of the China Association of Higher Education, among others. Fifteen brother units, including the Central Committee of the China Association for Promoting Democracy, sent congratulation messages.
During his address at the opening ceremony, Zhu Zhiwen, Vice Minister of MOE, gave full recognition to the achievements of the Seventh Council of CSE over the past five years, analyzed the situation and tasks of China’s current basic education in a profound manner, and proposed four suggestions to the new council on behalf of the CPC leading group of MOE. Firstly, the new council is expected to carry out high-level educational academic activities in an in-depth manner with a problem-oriented approach, in order to serve as a proper think tank for macro education decisions; secondly, it should forge ahead with various experiments on education practice at the grass-roots level, so as to spearhead the reform and innovation of basic education; thirdly, it is expected to strengthen services delivered to grass-roots schools, which will lend reliable professional supportto the reform and innovation of basic education; lastly, it should strengthen efforts to build the society, and improve the level of governance capabilities.
Zhao Yong, Deputy Inspector of the Social Organization Administration of MCA, noted in his address that, since the establishment of CSE, it has, under the guidance of MOE, made great contributions to the development of China’s education enterprise, through uniting and organizing educational workers across the country to engage in the research of educational theories and practical issues, implementing educational academic exchange activities, and facilitating the education reform. It is especially true of the last five years. Led by the Seventh Council, CSE has given full play to its advantages to push forward institutional construction, improve the governance capacities unceasingly, tap into fields of innovation, and make sustained efforts to forge its own brands. Hence, it has successfully built a good image for CSE over the years.
Du Yubo, President of the China Association of Higher Education, conveyed warm congratulations to the opening of the Conference on behalf of brother units. In his speech, he pointed out that after 38 years of development, CSE has gathered countless talents under the leadership of former and present presidents—Dong Chuncai, Zhang Chengxian, Gu Mingyuan, and Zhong Binglin—actively conducted researches and experiments for the public education reform, and focused on the discussion of major theories and issues relating to China’s basic education reform. Regarding their efforts to provide consultation services to administrative decision-makers, guide the orientation of academic research, deliver international cooperation and exchanges, participate in modern educational governance, promote the education reform, and build up the momentum of the science of education, CSE has always been seeking truth, and providing insights and proper policy suggestions, which has yielded remarkable outcomes. It is his hope that CSE will remain committed to the popularization, prosperity and development of the science of education and make renewed efforts to deepen the comprehensive education reform, accelerate the modernization of education, and promote the undertaking of building a country of outstanding education power.
Zhong Binglin, Chair of the Seventh Council, noted in the work report that, over the past half-decade, the Seventh Council has studied and implemented the spirits of the 18th National Congress and those of the key speeches delivered by General Secretary Xi Jinping; the Council has fully wielded the role of CSE as an academic society via active engagement in the public governance and services of education, and relentless exploration into new development areas of CSE, which improves the research and service-providing capacities of CSE, and expanded its influence in the academia and society. During the past five years, the Council has inherited and carried forward the outstanding traditions of CSE, and upheld the founding principle of CSE, namely “science is the fundamental and service is the orientation.”The efforts of the Council were carried out in the following five aspects: Firstly, it underlined crucial tasks, took care of the overall interests, and maintained an active presence in the national governance in education; secondly, it forged ahead with reform and innovation, while improving its ability in delivering specialized services; thirdly, it refined the features of its specialization and strengthened efforts to build brands and good reputation in academic events; fourthly, it adhered to an open-minded approach by actively expanding international exchanges and cooperation; lastly, CSE consolidated its foundation and vigorously bolstered the basic capacity building.
Zhong Binlin was elected to serve for another term as Chair of the Eighth Council of CSE in a collective vote. Zhong Binglin, said in his speech on behalf of the new council, that the development of education is an arduous long-term task, and CSE will build on past achievements to forge ahead into the future. It is also noted by him that CSE will march forward in cooperation with educational practitioners from all social sectors, in order to jointly advance the progress of CSE, and make greater contributions to the acceleration of education modernization, building of a country powerful in education, as well as great rejuvenation of the Chinese nation.
More than 300 membership representatives, at the recommendation of member units of CSE, attended the Conference. The Eighth Council, composed of 240 council members, 67 executive members, and four supervisors of the supervisory board, was voted out after soliciting the nomination suggestions for the candidates of the Eighth Council and supervisory board and referring to the Election Methods for the Eighth CSE Membership Representative Conference.
In the wake of the Conference, the first council meeting and executive council meeting of the Eighth Council of CSE were held accordingly.
The meeting passed the Work Report of the Seventh Council of CSE and Financial Report of the Seventh Council of CSE. It consulted the revision explanation of the Regulations of CSE, Membership Contribution Standard of CSE, Membership Management Methods for CSE (For Trial Implementation), and Management Methods for CSE Branches (For Trial Implementation); and it passed some new documents, including the Regulations of CSE, Membership Contribution Standard of CSE, Membership Management Methods for CSE (For Trial Implementation), and Management Methods for CSE Branches (For Trial Implementation).
